dc.description.abstract | A three day Ad hoc expert group meeting on guidelines for natural resources and energy development in Africa with emphasis on privatization and deregulation, was held in Addis Ababa from 14-16 October 1996. Based on the expertise and experience from about a dozen African countries, the meeting produced a set of recommendations for African member states moving, towards the privatization and deregulation, in the areas of minerals, energy, water, and geoinformation systems. Following one day of presentations on sectoral policy trends by the ECA secretariat, on specific country experiences and an in-depth debate of prerequisites and criteria for privatization, the recommendations were set in two parts: the first one spells out general prerequisites for an enabling environment and the rationale for privatization, while the second part suggests aspect of specific importance to each sector. | en |
