The National Workshop on Planning for Human Resources Development and Human Development in Seychelles, held from 8-11 November 1994 in Victoria, Seychelles, was organized by the United Nations Economic Commission for Africa (UNECA) in collaboration with the Seychelles Ministry of Administration and Manpower. The workshop aimed to address critical challenges in human resources and human development in Seychelles, despite the country's commendable achievements in human development, as reflected in its medium ranking on the UNDP Human Development Index (HDI). Key issues identified included the country's small population, which limits the domestic manpower base, leading to a heavy reliance on expatriate labor, particularly in critical sectors like education and health. The workshop emphasized the need for an integrated approach to human resources and human development planning, focusing on capacity building, productive employment, social integration, and democratization. It highlighted the importance of involving all social partners, including the private sector, NGOs, and community organizations, in development efforts.
