Abstract
Factors affecting the economic and administrative aspects of local government financing in Africa. Many countries in Africa are questioning the system of the local government which they inherited. In some cases this is because of impatience the system has not quickly produced the required social and economic development at the local level. The paramount needs of all African governments are twofold: first to maintain political unity and second to speed the pace of economic development. With the first this paper has nothing to do, but in discussing the effectiveness of any local government system, one cannot ignore the 'fact ·that if the system is unhealthy, either administratively or financially, then it has an adverse effect upon the unity of the country.
