Résumé
The purpose of this paper is to consider the policy aspects in the field of Public Finance of the proposals for industrial development in the East African Sub-region to be presented at the Lusaka Conference. These implications must be considered from two different angles; on one side there is the role of Public Finance in promoting industrial development; on the other there is the impact of industrial development on public finance: both are important, although the former usually receives more attention than the latter. The paper does not aim to deal with the quantitative or institutional aspects of the problem which are outside its scope.
