This working paper presented to the African Association of public Administration and management (AAPAM) at its first decade celebration conference at the administrative staff college of Nigeria (ASCON) Badagry, Nigeria, 6-11 December 1982 by the United Nations Economic Commission for Africa, Environment Co-ordination Office. The Economic Commission for Africa has been involved in environmental matters since 1971, when the first all African Seminar on the Human Environment was jointly sponsored by UNECA and the United Nations Secretariat, in Addis Ababa, Ethiopia 23-28 August 1971. The current programme of work on the Environment in Africa and the Medium Term Plan for 1984 to 1989 are based on the Lagos Plan of Action for the implementation of the Monrovia strategy for the economic development of Africa during the third United Nations Development Decade.
