A critique of conventional planning in Africa in relation to the unified approach

Abstract

This present paper is organized into four substantive sections: goals, objectives arid the political constraints; programme formulation and structural constraints; financial planning and resource constraints; and plan implementation and administrative constraints. Thus, each section deals with one major stage of planning. This organization is for clarity and convenience only. It is not intended to suggest that these stages are disjointed activities, a suggestion that would be inconsistent with the unified approach which stresses that planning is a continuous process with its various components going on interconnected at all times.
