Interest in the efficiency and improvement of civil registration system surfaced, in the African region, during the 1970's. The central focus of this interest was, and continues to be, how to ensure that the system would produce data for demographic analysis. Thus, the interest in developing national vital statistics system emerged from this situation. Indeed, such data are critical for the socio-economic development planning and policy making as well as for health services programmes.
