Leveraging local content policies to accelerate growth and development of micro-, small and medium-sized enterprises in Southern Africa

Abstract

This policy brief outlines strategies for leveraging local content policies to enhance the growth and development of micro-, small, and medium-sized enterprises (MSMEs) in Southern Africa. Key recommendations include setting realistic local content targets, negotiating flexible rules of origin for market access, and implementing supplier development programs to support MSMEs. The brief emphasizes the importance of inclusive public procurement systems that prioritize women and youth-owned businesses, and the need for regional harmonization of local content policies to foster resilient value chains. It highlights the role of regional economic communities in disseminating best practices and integrating MSMEs into regional value chains, ultimately aiming to stimulate economic growth and industrialization in the region.
