Special economic zone for batteries in the Democratic Republic of the Congo: Inclusive and green industrialization

Abstract

The Democratic Republic of the Congo (DRC) holds vast reserves of critical minerals like cobalt, copper, and lithium, essential for battery production and the global green energy transition. Establishing a Special Economic Zone (SEZ) for batteries presents an opportunity for inclusive and green industrialization, leveraging local mineral wealth to boost value-added manufacturing. However, challenges such as regulatory instability, environmental concerns, and limited local processing capacity must be addressed. The proposed SEZ aims to attract investment, enhance skills, and promote sustainable mining practices while fostering regional integration with Zambia. Key recommendations include decarbonizing mining operations, improving energy efficiency, enforcing stricter environmental regulations, and developing local value chains to maximize socioeconomic benefits. By aligning with the Africa Mining Vision and strengthening governance, the DRC can position itself as a leader in the green battery economy, ensuring job creation, environmental protection, and inclusive growth.
