Africa call for the special session followed on the wake of the adaptation by the Assembly of heads of state and Government of the OAU at their 21st session held in July 1985 of Africa’s priority programme of economic recovery 1986-1990 (APPER). Through the adaptation of APPER, African governments committed themselves to the implementation of a concerted programme of action based on the restructuring of development priorities and the introduction of appropriate policy reforms and measures to achieve economic recovery and lay the foundation for economic development during the five years 1986-1990. The overall objective is to combat short and medium term constraints and lay the foundations for a process of sustainable long-term growth and development in the African region.
