Sustainable Development Goal 4, as defined, is operationalized in seven specific areas, each with clear targets and indicators of progress. The areas are the following: universal primary and secondary education; early childhood development and universal pre-primary education; equal access to technical, vocational and tertiary education; relevant skills for decent work; gender equality and inclusion; literacy and numeracy; and education for sustainable development and global citizenship.
