The call for targeted and tailored national strategies for development is essentially a call for the renewal of planning. Development is an incremental process that cannot be achieved overnight. The central challenge for economic reformers is to foster a widely
shared commitment to a set of policies that may take years to reach fruition. Development planning is an important tool for anticipating and responding to emerging and current opportunities and challenges.
