The programme presented in this document was developed over a preparatory period of two years, in accordance with the directives given by the Conference of African Ministers of Transport, Communications and Planning at its sixth meeting held in Kinshasa, Zaire, in March 1988. It will be recalled that the United Nations Transport and Communications Decade in Africa (UNTACDA) programme was proclaimed first in 1977 in order to focus on the integration of the African economies for the achievement of collective and self-reliant development. The integration process and the attainment of an increasing measure of collective self-reliance involves three mutually interdependent dimensions, namely: (a) The integration of the physical, institutional and social infrastructure; (b) The integration of the production systems; and, (c) The integration of the African markets.
