Il est clair que les projets qu’une nation décide d’exécuter doivent avoir un rang hautement prioritaire dans le programme national de développement. Ils ne devront être arrêtés qu’après un examen approfondi des solutions possibles, au sein de l’ensemble de l’économie et au sien du secteur agricole. Les capitaux disponibles étant limités et les techniques d’évaluation des projets étant, au mieux, approximative, bon nombre de projets différents, ayant une rentabilité économique à peu près comparable, seront candidats à l’investissement.
