Abstract
This paper deals with a particular aspect of educational planning: the stages in the formulation of a plan. The planning of education in relation to the imperative needs of economic and social development involves several aspects and poses various problems. For instance , it is necessary to consider setting up bodies responsible for drawing up the plan, for following it up and for implementing it. It is also necessary to consider the changes that may have to be made in the educational structures, curricula and methods. Nor must we neglect to take steps which will help the success of the plan, such as revising the salary structure, the policy concerning scholarship awards .
