The document underscored the realization that the systems of administration and management to be developed must be catalytic as they should generate a suitable administrative climate: and the development of administration should go beyond structural reforms to the establishment of viable management advisory services using modern concepts and practices. while accepting these observations, the committee made two comments. The presentation of administration as highlighted in the document was classical in its approach as it was based on the civil service concept. what was needed was that the new approach to the development of public administration and management should not be confined to the civil service but should extend to the rural and urban sectors of the economy in all field of development. The need for the ECA to institute measures that would encourage co-operative and collaborative programmes in the field of public administration taking note of student and/or staff exchange programmes , was of utmost importance.
