Human resources in African development: proceedings of the second meeting of ECA conference of ministers responsible for human resources planning, development and utilization and its subsidiary organs

Abstract

The second meeting of the Conference of ministers responsible for Human resources planning, development and utilization took place in Africa Hall, Addis Ababa, Ethiopia. It was proceeded by a meeting of the ministerial Follow-up Committee of Nine (13 October 1984) and the Technical Committee of Officials (9-14 October 1984). The present publication is essentially a record of the proceedings of these bodies. It is divided into three parts, each dealing with the work of each of the three bodies. The deliberations of the Conference of ministers Responsible for Human Resources Planning, Development and Utilization and its subsidiary bodies, as presented in this publication, arc an important source of information on activities currently undertaken by national governments in Africa, United Nations agencies and bodies, the Organization of African Unity and the Economic Commission for Africa itself, to effectively plan, rationally develop, and efficiently utilize Africa's greatest asset, its human resources.
