Abstract
This document presents and discusses proposals addressed to English-speaking African Countries on topical issues related to the improvement and/or expansion of civil registration systems and vital statistics collection in the continent focusing on rural areas. The role of several agencies in the work of civil registration and vital statistics in African countries has been noted. The need for the co-ordination of the functions of these agencies could be best served by the creation of National Committees on which should be the representatives of these agencies. The basic training program of civil registration personnel should serve to make them thoroughly conversant with their duties and responsibilities as spelled out in the civil registration laws and regulations.
