Economic and social conditions in West Africa in 2003 and outlook for 2004

The report makes the observation that, in spite of reforms initiated these last few years, national economies of member states continue to show dislocations which are slowing down progress. According to recent trends, these countries have not reached the minimum growth level of 7% required by the Millennium Development Goals to effectively bring poverty under control. Inappropriate political environments and conflicts add to economic difficulties. With regards to social development, the report reveals that the progress achieved in combating poverty is also lower than stipulated by the Millennium Development Goals. In particular, attention is drawn to the consequences of budget restrictions during these last few years in education and health programs and calls for adequate financing and improved efficiency in these programs.
