This paper addresses the interface between government policy and decision-making entities, particularly administrative cadres, and research/training institutions, drawing on the experience of the European Centre for Development Policy Management (ECDPM). Established six years ago to support African, Caribbean, and Pacific (ACP) countries, ECDPM focuses on enhancing institutional capacity for development policy management, a critical factor often overlooked in the pursuit of sustainable development. The discussion begins by contextualizing the challenges faced in translating development policies into effective programs, emphasizing the importance of institutional infrastructure. It then explores factors influencing the effectiveness of collaboration between policy entities and research/training institutions, highlighting ECDPM’s initiatives to strengthen this interface. Central to the presentation is the Development Policy Management Network (DPMN), a key initiative designed to foster institutional capacity through collaboration and knowledge-sharing. ECDPM’s approach, which involves close engagement with ACP countries and their personnel, underscores the importance of participatory and demand-driven programs in achieving sustainable development outcomes.
