The Minister explained that trade issues were critical for Africa's development, but noted with concern that the content was facing many external and domestic constraints. On the external front, African countries were confronted by various forms of subsidies and tariffs in the developed world, which restricting access to their markets, particularly in agriculture, which distorted Africa's comparative advantage.
