The terms of reference of the commission and views expressed by individual government in debates in the general assembly and in the Economic and Social council emphasize the importance of the commission being concerned with concerted action among its member and associate member government. A Committee of Co-ordination of Investigations of the Lower Mekong Basin, composed of representatives of the four countries concerned and serviced by the ECAFE secretariat, has been established. The opportunities which the Commission presents for concerted action in Africa may be all the greater because of the early stage of development of many of the member states and the identity of interests which they share.
