When the Lusaka meeting on economic Co-operation in East Africa recommended the establishment of the economic Community of eastern Africa and specifically that of a Customs Union, it referred to the aim of the Community as being “the integrated development of the sub-region". The present paper examines briefly some of the problems of economic cooperation in the sub-region and how various instruments of co-operation might achieve the objective of integrated and balanced industrial development.
