Vital Registration statistics are kept by officials responsible for collecting and recording declaration made to them as required by the lav. The main difficulty inherent in the recording of vital events particularly births and deaths emanate indeed from the fact that the declaration of a given event calls for action from the person who has experienced it or his relations. Except for immediate interest (the need for burial certificate, family allowance) which might make it imperative for the civil registrations officer to be informed of vital events, the importance of declaring births and deaths Particularly, is not generally appreciated.
