In every international organization financial regulations are of especial importance. Financial resources provide the condition for all activities, the guarantee and degree of efficiency possible, since they determine the broad lines of policy for the implementation of a common programme. The actual purpose of this document is to lay before the Interim Council 'of' Ministers, meeting for the first time in Dakar, the broad lines of the financial regulations which might in due course be adopted.
