A survey team from the University of Wisconsin, USA came out in Kenya and in April 1967, in cooperation with the ministry of Education the Correspondence course unit was established as a third division of the already existing Institute of Adult Studies. The principal objectives of the courses are to prepare P3 teachers for the second year examination in secondary education (known as Kenya Junior Secondary Education) as a means of earning promotion to the higher status of P2.
