In its resolution 2621(XXV) of 12 October 1970, the General Assembly included in its programme of Action for the full Implementation of the Declaration on the Granting of Independence to colonial countries and peoples the following provision (paragraph 3(6)(c)), “Representatives of liberation movements shall be invited. Whenever necessary, by the United Nations and other international organizations within the United Nations system to participate in an appropriate capacity in the preceding of those organs relating to their countries.” on the basis of the provision of General Assembly resolution 267(XXV) referred to in paragraph 1 taking in to account Economic and social council resolution 1892 (LVII) mentioned in the preceding, the Conference of Ministers may wish to consider, at its third meeting to held at Nairobi in February 1975, the formulation of amendments to its terms of reference and its rules of procedure.
