This report analyzes the status of human resources planning, development, and utilization in Africa, highlighting challenges such as inadequate manpower policies, declining education and health services, and high unemployment. It emphasizes the need for integrating human resources planning into national development strategies, increasing investment in education and training, and addressing socio-economic recovery. The report concludes with policy recommendations to enhance human resources development for long-term socio-economic transformation in Africa.
