Abstract
The objective of this background paper which was submitted to the Committee on Women and Development (CWD) is to reflect ECA's stance and comparative advantage on mainstreaming gender as a development goal, into the Poverty Reduction Strategy Papers (PRSPs). The paper also forms a basis for developing the ECA's framework for mainstreaming gender into PRSPs. The International consensus is that the motivating force for all African development partnership should be imperative of reducing poverty in the continent through broad-based growth, genuine participation of all stakeholders (including men and women), and accountable system of governance.
