Special memorandum by the ECA conference of ministers on Africa's economic and social crisis

Abstract

The African Ministers responsible for Economic Development and Planning; convening in , Addis Ababa for the tenth meeting of the Conference of Ministers of the Economic Commission for Africa and the nineteenth session of the Commission and acting for and on behalf of all the Governments and Peoples of Africa, have reviewed once again the economic and social crisis which has engulfed virtually the whole of Africa and which has become aggravated since the eighteenth session of the Commission. The primary responsibility for the development of our economies rests with our governments and our peoples, African States, in accordance with the Lagos Plan of Action, have initiated measures at the national, subregional and regional levels to deal with the present, grave economic and social crisis ravaging the continent.
