Mission report on a framework for the implementation of national action programme in Zambia in the context of the convention to combat desertification : Lusaka, Zambia: 15-26 July 1986

Abstract

The African Common Position on Environment and Development which was adopted by the African Ministers of Environment in Abidjan/ Cote d'Ivoire in 1991 called for "the formulation and signing of an international convention on halting desertification in Africa by the creation, through collective international effort, of green-belts north and south of the Sahara and the Kalahari deserts." It was the United Nations Conference on Environment and Development {UNCED), popularly known as the Earth Summit, held in Rio in June, 1992 which requested the United Nations General Assembly to establish an Intergovernmental Negotiating Committee for the purpose of elaborating a Convention to Combat Desertification (CCD) in those countries experiencing serious drought and/or desertification, particularly in Africa. During the 47 Session of the General Assembly in 1992, a series of decisions were adopted that dealt with the UNCED followup including resolution 47/188 which called for the establishment of the Intergovernmental Committee on Desertification (INCD) with a view to finalizing the negotiations by June, 1994.
