dc.description.abstractIn the early 80s, the international community became aware of the seriousness of the problems and the immensity of the effort to be deployed to take up the challenge posed to mankind by “disability”. This explains why the United Nations declared 1881 the international year of disabled persons and adopted (i) the declaration on the rights of the disabled, (ii) the world programme of action concerning disabled persons and (iii) the decade for disabled persons, 1983-1993.en
