Abstract
The intergovernmental committee of experts for science and technology development in Africa held its second meeting at the headquarters of the Economic Commission for Africa in Addis Ababa from 17 to 19 July 1974. At 11.30 a.m. on Wednesday, 17 July 1974, the Deputy Executive Secretary observed that a quorum had not been achieved and suggested that the opening of the meeting should be postponed to 3 p.m. on the same day. It was agreed.
