Abstract
The World Information Society Summit (WSIS) is a world forum organized by International Telecommunication Union (ITU). Its objective is to reduce the inequality existing between the inhabitants of the world with regard to access to information through new communication technologies and in particular access to Internet. It adopted a Declaration of Intent and an Action Plan. The objective of the WISS is to develop common understanding and a common vision of the Information Society and to elaborate a strategic action plan that would enable the implementation of this vision on the basis of concerted development prepared on the ground: Major issues are directly linked to changes that have taken place in the wake of the advent of the Information Society.
