It was sponsored by the United Nations Department of Technical Co-operation for Development (DTCD), with support from the Commonwealth Fund for Technical Co-operation (CFTC). The meeting was held at the Headquarters of the United Nations Economic Commission for Africa {ECA), Addis Ababa, from 19 to 23 May 1986.
