Abstract
Progress in those areas was all the more important in Africa's difficult present circumstances, which drought was exacerbating in some countries. African countries must work together to deal with their problems and achieve the self-reliance and self-sufficiency which were so necessary; ECA was one mechanism for helping them to do so.
