Abstract
This paper deals with the development of longer-term prospects of national economies may require, among many other action measures, co-operative effort among concerning countries. The question is of course not group endeavor versus national effort, but rather how any development efforts at the national level can best be reinforced and further promoted by sub regional co-operation.
