For African countries, industrialization offers a way out of poverty, but a lack of clear-cut policies, concepts, methods and instruments governing the physical location, planning and design of industrial establishments often lead to exorbitant combined costs of infrastructure and social overheads, raw materials, production and distribution of their chosen outputs, to lavish and wasteful use of land, nuisances and hazards due to smoke, dust, noise, heat, glare, vibration, toxic effluent and chimney outfall posing a threat to the health and well-being of the community.
