The main theme of the first ECA/AAU Conference of Vice-Chancellors9 Presidents and Rectors of Institutions of Higher Learning in Africa, held in Addis Ababa in January 1932, was the orientation of higher education institutions in the development of human resources to meet the changing socio-economic needs of African States". A key reference point in this regard was the Lagos Plan of Action which had, among other things, called for urgent action to provide the political support necessary for the success of the measures aimed at restructuring the African economies and achieving genuine and accelerated development on the basis of individual and collective self-reliance and self-sustainment and strengthened sub-regional a fid regional cooperation.
