Considering the vast number of problems, which could be fitted under the heading "Mortgage Market", it would appear useful to set out what this paper intends to cover. First, the aim is to characterize the mortgage market as it operates in African countries and to make some qualitative statements in this respect. These statements are of course subject to discussion, but such is the nature of the paper. Secondly, the main objective of the paper is to suggest ways and means by which the mortgage market would be better able to serve its purpose which is, ultimately, to provide more and better houses.
