The Emperor's address, underlined the.need for African States to work out common policy and strategy for industrial .development for the Second United Nations Development Decade. The Emperor recognized that the greatest part of the effort to develop industrially would necessarily fall on the developing countries themselves, but thought it essential that the developed countries,on their part, should provide the resources required by the goals and objectives of the Second Development Decade.
