The Group considered that the planning, selection and training of personnel responsible for the treatment of young delinquents should be given particular attention by governments and should not be subjugated to other economic and social aspects of development which might be considered more urgent. The Group therefore recommended that the appropriate bodies in each country should carry out preliminary studies on the importance of juvenile delinquency and its needs, with a view to drawing up a program. It considered that the stringency which should be applied in selecting and training personnel would be serious jeopardized if recruiting and training were carried out only under the pressure of current requirements.
