The meeting was formally opened at 15.00 hours on 15 February 19S3 by the Right Honorable Prime Minister„ Prince Mabandla of the Kingdom of Swaziland, Dr. H, Meebelo, Minister for National Commission for Development Planning of the Republic of Zambia made an introductory remark in his capacity as the outgoing Chairman of the Fifth meeting of the Lusaka-based MULPOC Council of Ministers before he incited the Rt. Hon. Prime Minister to officially open the meeting« Professor Adebayo Adedeji, Executive Secretary of the Economic Commission for Africa also delivered a statement. A vote of thanks was moved by the Hon. H. Wariithi, the leader of the Kenyan delegation on behalf of all the delegations.
