The International Labour Organisation (ILO). has since its beginning
recognized that adequate housing is an integral part of high living
standards. One of the obligations of the International Labour Organisation as set forth in.the Declaration of Philadelphia is that-of furthering among the nations of the world "programmes -which will achieve ... the provision of adequate ... housing".
