It has been the practice in the past for the Executive Secretary to prepare a report for the annual session on the work of the Commission since the last session. On this occasion, the Executive Secretary presents instead, a brief review of the work of the Commission during its first five years. This review is essentially a factual record organized by groups of subjects corresponding to the structure of the secretariat as it has evolved towards the end of 19-63. It is in no sense a detailed analysis and appraisal of the Commission's work.
