The document consists of five Darts, Part I portrays the characterization of the present economic situation in Africa and means of coping with it as provided by the Lagos plan of Action. It is suggested that this constitute the overall framework for charting the Institute s growth, strategy, Part II outlines .this latter strategy. It provides a descriptive/prescriptive analysis of the Institute s activities and its pattern o^ change. Dart III highlights the programme of work and priorities o^ the Institute for the coning five years (1982 86). Part IV provides a budgetary forecast on the basis of the Institute s programme. Lastly Part V makes some suggestions with regard to organizational co operation and collaboration between IDEP and other regional and international organizations and institutions.
