Implications of the Lagos Plan of Action and the Final Act of Lagos for the Lusaka-based MULPOC sub region; strategy for acceleration of its implementation

Abstract

The Lagos plan of action, would require in the first place, an increasingly detailed knowledge of the natural resources base on the Lusaka MULPOC countries and of the raw materials which could be extracted from it for production purposes. Secondly, it would require capabilities at the national and multinational levels for determining complementary among raw materials for production. Thirdly, it would involve creation of capabilities for extracting such materials and developing the required infrastructure for the purposes of their production and intra-African trade.
