Abstract
Human resources and institutional development (HRID)program has two major objectives: the first, assisting pilot countries in their efforts to restructure the transport and communications sector, or part of it, in order to reach operational efficiency; and the second, to create regional capacity to deal competently with restructuring of African economies, based on existing world-wide experience in understanding institutions and organizations, and to use the lessons thereof to improve the performance level of the transport and communications sector. The report undertaken by the HRID project map out strategies for change and action that should strengthen a sector’s performance.
