The meeting thus took on great importance in that it would lay the groundwork for urgently needed co-ordinate approach to the integrated development of chemical industries based on collective self-sufficiency. African economies were largely dependent on developed countries for their supplies of intermediate and finished chemical products, such as fertilizers, pesticides and Pharmaceuticals. The
industries which did exist generally worked with imported raw materials.
