Development of manpower and administrative capabilities in public financial management in African countries

Nowadays, governments of all African countries are conducting more activities, assuming increasing governmental functions are undertaken in pursuit of rapid economic and social development. The striking feature, therefore, in African countries is the growing complexity and tremendous increase in the expenditure on resources by the public sectors of these countries. Government departments have increased in number and expanded in scope of activities for dealing with economic and social development tasks. Various public corporations have been established to assist in tackling the expanding public sector activities. One example of the expansion of governmental activities is the growth of the ratio of public sector expenditures to the gross national product (GDP) in all African countries.
